According to city officials, there are now about 15,000 civilians in Izyum

Due to the active hostilities and occupation of the territory, there is no light, no water, no heat, no communication.  Medical facilities do not work, there is no medicine.

People are starving, because it is currently impossible to deliver food to them, and it is impossible to evacuate them from the city.

The city is completely occupied - Izyum has become a logistics center for the russian army: troops are being recruited there to continue the offensive in the Donetsk region.

The treatment of civilians by the racist army is a war crime and a crime against humanity and falls under the jurisdiction of the International Criminal Court, in accordance with the Statute of the International Military Tribunal and the Rome Statute of the International Criminal Court, and is a gross violation of the Geneva Convention

I call on the International Committee of the Red Cross to take all possible measures to open a safe humanitarian corridor for the evacuation of civilians from the city of Izium.

I appeal to the UN Commission for  Investigation Human Rights Violations during Russia's Military Invasion of Ukraine and the expert mission set up by the OSCE participating States under the Moscow Mechanism to take into account these war crimes and crimes against humanity and human rights in Ukraine.
