Insufficient funding: results of monitoring the observance of housing rights of ATO / OOS veterans and members of their families in the Department of Social Protection of the Bila Tserkva Regional State Administration

Employees of the Secretariat of the Commissioner for Human Rights of the Verkhovna Rada of Ukraine paid a monitoring visit to the Department of Social Protection of the Population of Bila Tserkva District State Administration (hereinafter - USSN).

Due to the quarantine measures aimed at preventing the spread of acute respiratory disease COVID-19, the reception of visitors to the USZN is subject to the established restrictions.

During the monitoring, in pursuance of paragraph 25 of the Action Plan for the implementation of the Strategic Directions of the Commissioner for Human Rights of Ukraine for 2022, approved by the order of the Commissioner for Human Rights of 29.12.2021 № 84.15 / 21, the issue of observance of housing rights with disabilities as a result of war, in particular ATO / OOS veterans and members of their families covered by the resolutions of the Cabinet of Ministers of Ukraine of 19.10.2016 № 719 “The issue of providing housing for certain categories of persons defending the independence, sovereignty and territorial integrity of Ukraine members of their families ", from 18.04.2018 № 280" Issues of housing for internally displaced persons who defended the independence, sovereignty and territorial integrity of Ukraine "and from 28.03.2018 № 214" Issues of housing some categories of persons who participated in hostilities on the territory of other states, as well as members of their families. "

In general, the work of the Department of Social Protection of the Bila Tserkva District State Administration in this area is carried out satisfactorily. Applications and documents for the establishment of a subvention from the state budget for the payment of monetary compensation for appropriate housing are considered in a timely manner.

At the same time, during the visit it was established that the funding provided by the USZN for the period 2020-2021 was not provided in full in accordance with the stated number of persons of the above categories, which hinders the realization of their housing rights.

Based on the results of the inspection, appropriate response acts will be sent.
