STATEMENT Of the Commissioner for Human Rights of the Verkhovna Rada of Ukraine Lyudmyla Denisova on the abduction of civilian hostage - Mayor of Melitopol Ivan Fedorov

On the sixteenth day of the Russian invasion of Ukraine, the military terror of the aggressor's army is growing.  Cities and towns where Russian militants enter come under fire, destruction and looting.

 The Army of the Russian Federation kills, tortures and kidnaps locals for the slightest act of disobedience.

 Yesterday, Mayor of the peaceful city of Melitopol Ivan Fedorov, whose residents go to pro-Ukrainian rallies every day to protest against attempts by Russian militants to establish power over the aggressor state, was abducted!

 Armed racist mercenaries abducted him from his workplace, the coordination headquarters, where he organized the critical infrastructure of the city, and took him in an unknown direction.

 The terrorist acts of Russian militants are intended to decapitate rebellious cities, sow discord and panic, break the will and resistance of the local population, and as a result - to impose a power of terror and fear.

 The abduction of civilian hostages is a direct violation of Articles 3 and 34 of the Geneva Convention relative to the Protection of Civilian Persons in Time of War, Article 9 of the International Covenant on Civil and Political Rights and Article 5 of the European Convention on Human Rights.

 As the Commissioner for Human Rights of the Verkhovna Rada of Ukraine, who stands for the protection of the Ukrainian citizens Rights, I call on:

 the world community and international partners to use all possibilities to increase the sanctions pressure on the terrorist state of the Russian Federation to release Ukrainian hostages and withdraw troops from all over our country;

NATO member states to establish a no-fly zone over Ukraine, which will save peaceful cities and critical infrastructure from the cynical destruction of the Russian Federation;

 The International Criminal Court to consider these crime of the Russian occupation forces as evidence in the case of genocide of the Ukrainian people;

 UN member states to accelerate the establishment of a Special Tribunal to punish the crime of aggression against Ukraine.
