The Commissioner raised before the Ministry of Education and Science of Ukraine the importance of promoting the admission to universities of Ukraine of TOT applicants from the Crimea, Donetsk and Luhansk regions (VIDEO)

In September 2021, the Commissioner for Human Rights of the Verkhovna Rada of Ukraine raised with the Ministry of Education and Science of Ukraine the importance of promoting admission to Ukrainian universities for entrants from the temporarily occupied territories of Crimea, Donetsk and Luhansk regions.

Since the beginning of the armed conflict in eastern Ukraine and the temporary occupation of the Crimean peninsula, admission to higher education institutions in Ukraine for children who have graduated from schools in territories not controlled by the Government of Ukraine has become more difficult. The COVID-19 pandemic and the introduction of quarantine measures have also made it much more difficult for young people from the temporarily occupied territories to enter universities, including through the closure of the CPVR.

Currently, the Ministry of Education and Science of Ukraine has launched a communication campaign "Through education - to a new life" in order to raise awareness about the expanded opportunities and preferential conditions for admission to Ukrainian higher education institutions1. Within its framework, videos were prepared on examples of entrants who entered universities in the territory controlled by the Government of Ukraine.

The Commissioner supports the initiative of the Ministry of Education and Science of Ukraine, as awareness raising and educational activities are extremely important to increase the number of students from the temporarily occupied territories. Such an initiative will be a prerequisite for the proper realization of children's right to education, will provide an opportunity to obtain knowledge and a diploma in accredited educational institutions and secure their future.

For entrants from the temporarily occupied territories of Donetsk, Luhansk regions and Crimea, there are educational centers "Donbass-Ukraine" and "Crimea-Ukraine", which offer a simplified admission procedure and expand opportunities for universities.

At the same time, the Commissioner asked the Ministry of Education and Science of Ukraine to immediately post relevant information on the conditions of the admission campaign in 2022 on the websites of the Ministry of Education and Science (https://mon.gov.ua) and Affordable Education (https://dostupnaosvita.com.ua) , which will raise awareness of children living in the temporarily occupied territories of Crimea, Donetsk and Luhansk regions.
