The Commissioner calls for decisive sanctions to end the Russian military attack on Ukraine and to fully implement the decisions of the European Court of Human Rights.

On April 1, 2022, the European Court of Human Rights CONTINUED a ban on the Russian Federation from shelling civilian infrastructure in Ukraine.

This decision was made by the Court following the review of the additional information requested by the Government of Ukraine on March 28, 2022.

The Court reiterates that the Government of the Russian Federation, in accordance with its obligations under Articles 2, 3 and 8 of the Convention for the Protection of Human Rights and Fundamental Freedoms, must ensure unhindered  the need for rapid and unhindered passage of humanitarian aid and the relocation of humanitarian workers.

The court also ruled to inform the Government of the Russian Federation that evacuation routes should allow civilians to seek refuge in safer regions of Ukraine.

The Russian authorities did not provide any information to the High Court, and the Court's decision was not complied with.

I call on the international community to take strong sanctions to end Russia's military attack on Ukraine and to fully implement ECtHR decisions, as well as to provide reliable and safe green corridors for evacuating civilians to safe regions of Ukraine and delivering humanitarian aid to localities.  under siege or under the control of Russian troops.

I appeal to the UN Commission for Investigation Human Rights Violations during Russia's Military Invasion of Ukraine and the expert mission set up by OSCE participating States under the Moscow Mechanism to take into account Russia's failure to comply with the European Court of Human Rights and Human Rights violations in Ukraine.
