Commissioner: Russian invaders continue to kill and maim Ukrainian children

As of 10 a.m. on March 31, 2022, according to the Unified Register of Pre-Trial Investigations, as well as other sources that need confirmation, 148 children (+3 per day) have died and 232 children (+10 per day) have been injured since the Russian invasion in Ukraine.

As a result of the artillery shelling of Lysychansk in Luhansk region, four family members and two children were injured: a girl aged 1 year and 7 months and a boy aged 7 years were hospitalized in critical condition.  The children were threatened with amputation of their legs.  After the second operation, the girl died.  Doctors continue to fight for her brother's life.

In the Chuhuiv district of the Kharkiv region, two people died and five others, including a six-month-old child, were injured when the cars hit an antipersonnel mine.

Rescuers found the bodies of two people, one of whom was a child, under the rubble of a residential building in the Izium district.

A 3-year-old child died of his injuries in the Velykooleksandrivskyi district of the Kherson region.

As a result of active hostilities by the occupiers, in particular in the city of Mariupol, in some areas of Kyiv, Chernihiv and Luhansk regions, there is no possibility to inspect the areas of shelling and destruction.  The actual data on dead and injured children in these regions are currently being established.

797 educational institutions were damaged by bombing and shelling.  76 of them were completely destroyed.

The actions of the russian occupation forces violate the right of children to life, which is enshrined in Article 6 of the UN Convention on the Rights of the Child. The killing of children and the shelling of peaceful settlements are crimes against humanity and war crimes under the Rome Statute of the International Criminal Court.

I appeal to the UN Commission of Inquiry into Human Rights Violations of the Russian Invasion of Ukraine and the expert mission set up by the OSCE participating States under the Moscow Mechanism to take into account these facts of war crimes and crimes against humanity in Ukraine.
