Commissioner: in Luhansk region, due to the armed aggression of the Russian Federation, the facilities necessary for the survival of the civilian population have been rendered unusable

In Luhansk oblast, there is electricity supply only in 1 settlement out of 42 controlled by Ukraine, there is no water supply.

Russia's armed aggression destroyed or disconnected 818 transformer substations, 41 settlements were completely de-energized.

Water supply intermittently, but for a long time worked in Severodonetsk, while there was electricity.  However, there has been no water in the whole region for more than a week.

After the rashists hit the main gas pipeline near Severodonetsk, gas supply remained only in approximately 5 settlements.  Two of them have gas only in some areas.

By such methods of military action, Russia has grossly violated all norms of international law.  Pursuant to Article 54 of the Additional Protocol to the Geneva Conventions for the Protection of Victims of International Armed Conflicts (Protocol I) of 8 June 1977, it is prohibited to attack or destroy, remove or render inoperable facilities necessary for the survival of civilians.

I appeal to the UN Commission for  Investigation Human Rights Violations during russia's military invasion of Ukraine to take into account these facts of war crimes and crimes against human humanity in Ukraine.
