Commissioner: Volodymyr Zmytrovych, a citizen of Ukraine, is illegally detained in the Krasnolutsk Correctional Colony №19 in ORLO

Volodymyr Zmytrovych, a citizen of Ukraine, is being illegally detained in the Krasnolutsk Correctional Colony №19 in the temporarily occupied territory of Luhansk Oblast. This was announced by the Commissioner for Human Rights of the Verkhovna Rada of Ukraine Lyudmyla Denisova.

Volodymyr, a pensioner with a disability, was detained on February 5, 2017 in Luhansk. At night, people in uniform without identification broke into his house, searched his apartment and garage, and detained him.

Representatives of the occupation administration detained Volodymyr Zmytrovych in the premises of the so-called MGB in Luhansk. A year later, he was transferred to a pre-trial detention center, to a basement, where he was brutally tortured, confessing.

Volodymyr was accused of committing murders and terrorist attacks on the territory of the Luhansk People's Republic, in particular the liquidation of Oleh Anashchenko, the head of the People's Liberation Army's People's Police Department, whose car exploded on February 4, 2017 in Luhansk.

On June 3, 2019, Volodymyr Zmytrovych was "sentenced" to 12 years in prison for "treason."

Volodymyr has a disability of the second group due to a musculoskeletal injury. In recent years he has lived with three metal plates in his spine. He is currently in health problems and needs immediate medical attention. The medicine that the family gives to Volodymyr does not reach him.

"Such actions against Volodymyr Zmytrovych, a citizen of Ukraine, violate not only Ukrainian law but also international law, including the 1949 Geneva Conventions on the Rules of War, the Additional Protocols to the 1977 Geneva Conventions and the European Convention for the Protection of Human Rights and Fundamental Freedoms. people of 1950 ", - Lyudmila Denisova emphasized.

The Commissioner appealed to the ICRC leadership in Ukraine to pay an urgent visit to Volodymyr Zmytrovych, facilitate his immediate hospitalization and provide qualified medical care.

The Ombudsman also asked the OSCE Co-ordinator in the Charity Subgroup of the Tripartite Contact Group, Charlotte Relander, to intervene personally to provide appropriate assistance.

Given the critical state of health of Volodymyr Zmytrovych, the Commissioner insists on his immediate release.
