The military forces of the Russian Federation are deliberately taking measures to develop the humanitarian crisis in Ukraine, violating the rights of our citizens to life, security and medical care.
To do this, the enemy is shelling institutions and facilities of the health care system, social protection, shelters, vehicles for the evacuation of civilians.
The shells of the occupiers hit a hospital in the town of Vuhledar, Donetsk region, killing 4 people and injuring 10 others, including 6 medical workers.
Near the town of Shchastya, Luhansk region, the occupiers fired from "hail" at buses to evacuate civilians.
At the same time, the aggressor's military forces do not allow humanitarian missions, in particular, representatives of the International Committee of the Red Cross, to the affected settlements, depriving the population of any assistance.
Such actions of the aggressor are a direct violation of the Geneva Convention relative to the Protection of Civilian Persons in Time of War of 12 August 1949.
I appeal to the International Committee of the Red Cross, the World Health Organization, the UN Security Council to provide this and other relevant information on violations of the rights of Russian citizens to life and health by Russian troops to your leadership to decide on maximum sanctions against Russian Federation.
