Commissioner: 33-year-old citizen of Ukraine Maksym Timofeev, who is illegally detained in Makeyevka Correctional Colony № 32 in ORDO, needs immediate treatment

A 33-year-old citizen of Ukraine, Maksym Timofeev, who is illegally detained in the Makeyevka Correctional Colony № 32 in the ORDO, has had a childhood disability and needs immediate treatment. This was announced by the Commissioner for Human Rights of the Verkhovna Rada of Ukraine Lyudmyla Denisova.

According to the information received by the Ombudsman from his relatives, Maksym disappeared on October 11, 2017 in his native Khartsyzsk in the temporarily occupied territory of Donetsk region. While he was waiting for the bus at the bus stop, officers of the so-called "Ministry of State Security of the DPR" approached him and took him to one of the military units, where they began to torture him.

Maxim Timofeev spent the first 8 days on the territory of the Isolation Plant, where representatives of the occupation administration set up a prison for torture. He was then transferred to a pre-trial detention center.

Eight months after Maxim's "arrest", his mother Zinaida Maltseva was also detained. Representatives of the occupation administration accused both of "espionage in favor of Ukraine." The woman was "sentenced" to 10 and a half years, and Maxim - to 12 years with confiscation of property. Zinaida Maltseva was released during an exchange of prisoners on December 29, 2019, and Maksym continues to be illegally detained in the Makeyevka Correctional Colony №32.

Maxim Timofeev has had a disability since childhood, he was diagnosed with several diseases, including atrophy of the thyroid gland. This requires constant qualified medical examination by an endocrinologist, who has not been held captive for five years. The man has two congenital cysts in the brain, which caused tissue damage, as a result of which he suffers from severe headaches. In addition, Maxim has chronic pancreatitis and cholecystitis, and already in prison began serious stomach problems.

He is not receiving any medical care in the Makeyevka Correctional Facility. Only medicines help, they are given by an old mother who is very ill after imprisonment.

"All the above actions against Maxim Timofeev are violations not only of Ukrainian law but also of international law, including the Geneva Conventions of 1949 on the Rules of War, the Additional Protocols to the Geneva Conventions of 1977 and the European Convention for the Protection of Human Rights and Fundamental Freedoms 1950, "said Lyudmila Denisova.

The Commissioner appealed to the ICRC leadership in Ukraine to pay an urgent visit to Maxim Timofeev, facilitate his immediate release, and asked the OSCE Coordinator in the humanitarian subgroup of the Tripartite Contact Group, Charlotte Relander, to intervene personally to raise the issue of his release.

Given the critical state of health of Maxim Timofeev, the Ombudsman insists on his immediate release.
