Results of the monitoring visit to KPVV «Kalanchak»

The representative of the Commissioner for the Rights of Residents of the Autonomous Republic of Crimea and Sevastopol Irina Verigina and employees of the Sector of Regional Representation in the Autonomous Republic of Crimea and Sevastopol Fevzi Karakash and Alina Medvedeva paid a monitoring visit to KPVV "Kalanchak" located near Kalanchak.

The purpose of the visit was to monitor the provision of appropriate conditions for citizens crossing the administrative border of the temporarily occupied territory of the Autonomous Republic of Crimea.

During the visit it was established that the territory of CPVV is equipped according to all modern standards. Sidewalks have gentle descents and crossings, which fully provide unimpeded access to buildings for people with disabilities and people with limited mobility. There are toilets on the street and indoors, as well as separate toilets for the disabled. The area adjacent to the Kalanchak checkpoint, namely the service area for persons and vehicles, was clean.

The monitors drew attention to the fact that the border guards perform the registration of citizens crossing the administrative border, qualitatively and as soon as possible. Introscopes are installed in the Kalanchak regime zone.

There is an express testing point on the territory of the CPVV service zone in the premises of a separate workplace of the CNAP, which accepts up to about 50 people a day. The number of citizens has significantly decreased, as the installation of the mobile application "Action at Home" and the mandatory self-isolation for Ukrainians entering the mainland of Ukraine through the CPT with the TOT have been canceled.

There is also a COVID-19 vaccination point in the service area, where you can get vaccinated without going to the doctor. Pfizer and Moderna vaccines were available at the time of testing. After vaccination, the information is entered into the electronic program, after which the certificate is pulled up to the application "Action". If you do not have a mobile phone, you can get a printed version at Kalanchak Hospital.

Information materials on the list of services provided by the Center and other reference and information manuals were available at the CNAP premises. Every day there are 10-15 people served. Representatives of the Office of the VRU Commissioner for Human Rights noted that the existing terminal was out of order in a separate workplace of the CNAP, which made it difficult to provide administrative services to citizens.

In addition, the monitors pointed out that the CPVR service area does not have all the necessary services for people leaving the temporarily occupied peninsula, in particular, there are no exchange offices or food slaughterhouses.
